This session will provide a high-level overview of the “One Big Beautiful Bill Act” and its potential implications for philanthropy, with both policy and practical perspectives.

We are pleased to welcome Jeff Hamond, Vice President at Van Scoyoc Associates and lead representative for the Community Foundation Awareness Initiative, a national partnership that elevates the voice of community foundations in federal policy discussions. CFNOVA is proud to support this initiative, recognizing its critical role in advancing philanthropic priorities at the national level. Jeff will provide a policy-focused overview of the bill and its broader implications for charitable planning.

To complement Jeff’s insights, we’ll also hear from two experienced financial professionals:

  • Devin Johnson, CPA, CFP®, Financial Planner at Mason Investment Advisory Services, will offer practical considerations for donors and advisors navigating charitable giving and estate planning in light of the new legislation.
  • James Head, Managing Director at BDO, will share current trends and strategies in charitable giving among ultra-high-net-worth individuals, including the use of charitable remainder trusts (CRTs), charitable lead trusts (CLTs), and donor-advised funds (DAFs).

THE PRESENTERS

Renée Byng Yancey is the President & CEO of the Community Foundation for Northern Virginia, a role she assumed in 2024. A seasoned nonprofit and philanthropy executive, her career spans leadership roles in education, workforce development, and community engagement. Prior to joining the Foundation, she held senior positions at the American Institute of Architects and the Community Foundation for Southwest Washington. Renée brings a deep commitment to social change, civic engagement, and public-private partnerships. She holds a Master of Science from Drexel University and an honorary Doctorate from Peirce College, where she served on the board of trustees for over 13 years. A proud Northern Virginian since 2007, she is an avid Philadelphia sports fan and active community volunteer.

Jeff Hamond is Vice President at Van Scoyoc Associates and a leading advocate for the philanthropic sector in Washington, D.C., where he founded and leads the firm’s Philanthropy Practice. As the lead representative for the Community Foundation Awareness Initiative, Jeff works closely with Congress to elevate the voice of community foundations in federal policy discussions. A former senior economic policy advisor to Senators Schumer, Kerry, and Bayh, Jeff brings deep expertise in tax and economic policy, having helped shape major legislation such as the HIRE Act and the American Opportunity Tax Credit. He holds degrees from Tufts University and Harvard’s Kennedy School and is widely respected for his strategic advocacy and commitment to advancing philanthropic priorities.

James Philip Head
, JD, LLM, AEP, is a Tax Managing Director in BDO’s National Tax Office, where he advises ultra-high-net-worth individuals, families, and their closely held businesses on sophisticated tax and estate planning strategies. With over 29 years of experience in trusts and estates, taxation, and fiduciary litigation, Jim brings deep expertise and a nuanced understanding of philanthropy, wealth, and culture—including specialized knowledge in art law. Prior to joining BDO, he was an equity partner at Williams Mullen, representing clients in estate planning, tax controversy, and business succession. A recognized leader in his field, Jim has been named in The Best Lawyers in America© in four categories and holds degrees from the University of Maryland, George Washington University Law School, and Georgetown University Law Center.

Devin Johnson
, CPA, CFP®, is a Financial Planner at Mason Investment Advisory Services, Inc., where he advises clients on integrated tax and financial planning strategies. With a background in both public accounting and private equity, Devin brings a well-rounded perspective to wealth management. Prior to joining Mason in 2022, he held tax-focused roles at the Carlyle Group and KPMG. Devin earned his Bachelor of Science in Accountancy from Brigham Young University, became a CPA in 2015, and is now a Certified Financial Planner™ professional. Outside of work, he enjoys golfing, watching Formula 1, and spending time at the pool with his wife and three children.
