Unequal Access to Opportunity

Not all neighborhoods in Northern Virginia have equal access to the “opportunity factors” that support economic mobility. These disparities are not randomly distributed—they are geographically concentrated, with several underserved pockets along the Route 1 corridor from Alexandria to Prince William County. (Spreading the Wealth, 2021) In 2022, just 81.6% of 19- and 20-year-olds in Alexandria City held a high school diploma—nearly 10 percentage points below the national median and other nearby counties. (A Portrait of Northern Virginia's Youth, 2025). 


Economic Hardship in a Wealthy Region

Despite Northern Virginia’s overall affluence, many families struggle to meet basic needs:
  • In 2021, 1 in 5 families (20%) did not earn enough to afford essentials like shelter, food, and medical care.
  • Approximately 1 in 5 children live in households earning less than $60,000—just 200% of the Federal Poverty Line for a family of four.
  • 660 children are currently experiencing homelessness in the region.
This fund, made possible through a bequest to the Permanent Fund for Northern Virginia from Angus Slater Lamond, provides grants to nonprofits, schools, and other programs that promote the development and education of economically disadvantaged children and youth aged 18 years of age and younger in the City of Alexandria and in Fairfax County south and west of the City of Alexandria with a current preference towards the Route 1 corridor.

This fund provides grants to nonprofits, schools, and other programs that promote the development and education of economically disadvantaged children and youth aged 18 years of age and younger in the City of Alexandria and in Fairfax County south and west of the City of Alexandria along the Route 1 corridor.

In 2026, preference will be given to organizations thinking creatively about the social and economic mobility of children and families in this geographic area. Applications will be accepted from organizations that provide any of the following services:

  • Academic Achievement
  • After-school/Summer Activities
  • Basic Needs
  • Career Readiness
  • Early Childhood Education
  • English Language Proficiency for Children
