Four Connected Conditions for Stability and Opportunity

Our economic mobility strategy is organized around four connected pillars: Attainable Housing, Quality Education, Workforce Pathways, and Healthcare Access.

Together, the pillars create a pathway from crisis to stability and opportunity.

Attainable Housing

Helping Residents Remain Safely and Securely Housed

Stable housing protects daily life. When housing is uncertain, school, work, healthcare, caregiving, and family routines can all be disrupted.

Through this pillar, we may support efforts such as:

  • Eviction and homelessness prevention.
  • Emergency rent and utility help.
  • Housing navigation and legal-aid referrals.
  • Public-benefit connections.
  • Partnerships that expand attainable housing.
Success means: More households avoid displacement and stay connected to school, work, care, and community.

Quality Education

Helping Children and Young People Learn, Persist, and Prepare for What Comes Next

Childcare, attendance, academic support, mentoring, and successful transitions shape a young person’s ability to move forward.

Through this pillar, we may support efforts such as:

  • Childcare and early learning.
  • Attendance support.
  • Tutoring, literacy, and academic support.
  • Mentoring and youth development.
  • Postsecondary access and persistence.
  • School-to-career learning.

Success means: More young people stay connected to learning, build skills, and complete key transitions.

Workforce Pathways

Connecting Training to Employment, Retention, and Advancement

Training creates mobility only when it leads to employment, retention, better wages, reliable hours, benefits, and advancement.

Through this pillar, we may support efforts such as:

  • Employer-aligned training and credentials.
  • Paid apprenticeships, internships, and hands-on learning.
  • Career coaching.
  • Job placement and retention support.
  • Childcare, transportation, tools, and emergency help.

Success means: More residents complete relevant training, enter quality jobs, and remain employed.

Healthcare Access

Reducing Barriers That Interrupt Work, School, Housing, and Caregiving

Health challenges can quickly destabilize a household. This pillar focuses on practical barriers to essential care rather than broad healthcare funding.

Through this pillar, we may support efforts such as:

  • Care navigation and referral follow-through.
  • Primary, dental, and behavioral healthcare.
  • Coverage enrollment and renewal.
  • Aging, disability, and caregiver support.
  • Food access when it directly affects health or stability.

Success means: More residents receive essential care before health barriers disrupt work, education, housing, or family life.

Working Across the Pillars

Many strong programs will connect to more than one pillar. The guiding question is: What primary outcome does this work advance?

Arts, environmental work, and support for seniors, immigrants, military families, and people with intellectual and developmental disabilities may align with any pillar based on the primary outcome advanced.

Moving Forward Together

No single grant or organization can create economic mobility alone. Progress requires nonprofit leadership, resident knowledge, donor and business investment, public-sector partnership, data, and sustained collaboration.

The Community Foundation will bring these resources together to support trusted organizations, guide donors to effective opportunities, and strengthen Northern Virginia.
